DZ requiredSubstance: HIGHAI-derived

Under MD 229 of 2025, 'Other education n.e.c.' is scrutinized for its recipient profile. While vocational training provided to other Free Zone Persons is a Qualifying Activity, services provided to natural persons (individuals) for personal development are treated as Excluded Activities under the retail/consumer service provision. Forensic auditors will verify the 'Qualifying Income' by mapping student IDs to corporate sponsorship or professional licensing requirements.
